25% Of Medicaid Consumers With I/DD Enrolled In Managed Long-Term Services – New Analysis Released By OPEN MINDS
GETTYSBURG, Pa. (May 3, 2020)—Of the estimated 1.5 million Medicaid consumers with an intellectual and developmental disability (I/DD), approximately 358,508 consumers with I/DD were enrolled in a managed long-term services and supports (MLTSS) program in 10 states. This represents approximately 2.1% of the total Medicaid population and 25.4% of the I/DD consumers enrolled in the Medicaid program. This was one of the findings from a new analysis conducted by OPEN MINDS and published in the new report, Medicaid Managed Long-Term Care Models For The I/DD Population: An OPEN MINDS Market Intelligence Report.
The report provides an overview of the Medicaid MLTSS programs for the I/DD population in 10 states. Additionally, the analysis identifies the four models of I/DD MLTSS currently adopted by state Medicaid plans, providing enrollment data and program details for each of the 10 states.
“Despite the variance within each model, the implications for provider organizations serving the I/DD population are quite similar,” said OPEN MINDS Vice President of Market Intelligence Michelle Coughlin-Malak. “The key to planning is to know—and understand—your specific state markets and the likelihood of changes in those markets. While 12 states currently exclude the I/DD population from enrolling in MLTSS, it is possible these states may change as they seek better outcomes obtained by those 10 states that have found success with MLTSS for this population.”
