Biography

Jerri Regan, MS, MPA, LHRM, RN, brings over 40 years of experience working in the health and human services industry to the OPEN MINDS team. During her professional career, she has served in diverse and complex federal, state, and local health and human service programs and has focused on public health. Her areas of expertise include grants and contract management, program and system evaluation, data management, policy and compliance, and program management.

Prior to joining OPEN MINDS, Ms. Regan served as a Grants Administrator for The Centers in Ocala, Florida. In this role, she developed, managed, and evaluated grant programs in the areas of federally qualified health centers (FQHCs), including community, migrant, and homeless health centers, primary and preventive care, public health, behavioral health and substance abuse, and health manpower.

Previously, Ms. Regan served as a Government Operations Consultant for the Florida Department of Health, Citrus County Health Department, where she provided in-depth consultation regarding federal grant programs and FQHCs. In addition, she was responsible for interpreting grant solicitations and translating them into effective programs, grant writing, preparation of reports and presentations, risk and quality management, program development and implementation, customer satisfaction surveys, and support to the FQHC Governing Board.

Prior to her tenure in Florida, Ms. Regan served as the Chief of the South-Central Operations Branch of the Health Resources and Services Administration (HRSA). In this role, she provided programmatic oversight and grants management for over 220 Health Center grantees in two DHHS Regional Offices (Regions 4 and 7). She was also responsible for conducting independent reviews of applications for FQHC funding; casework and problem solving for high-risk grantees; and technical assistance and consultation with staff, grantees, and constituency groups both national and statewide.

Ms. Regan previously held additional positions within BPHC, HRSA, DHHS, including Acting Director, Office of Data, Evaluation, Analysis and Research; Deputy Director, Office of Data, Evaluation, Analysis, and Research; Chief, Program Implementation and Coordination Branch, Division of Community and Migrant Health Centers; Director, Primary Care Programs – Chicago; Field Representative – Chicago, Michigan Department of Public Health; Medically Underserved Area Designation Coordinator, Division of Primary Care.

Ms. Regan has received several civilian and public health service awards during her professional career and has presented and published in scholarly journals and educational publications as well as at national and international meetings.

Ms. Regan has earned a Master of Public Administration (MPA) from New York University; Master of Science (MS) in Nursing and Bachelor of Science (BS) in Nursing from Hunter College; an Associates in Nursing from Staten Island Community College (Richmond College); and is currently pursuing her Doctorate in Public Administration (DPA). Ms. Regan is also a registered nurse and is pursuing a Licensed Healthcare Risk Manager (LHRM) certification in Florida.
