Teresa Mulligan brings two decades of experience in health and human service policy analysis and data analysis to the OPEN MINDS team. Prior to joining OPEN MINDS, she was the Executive Director for the Center for Policy and Research at America’s Health Insurance Plans (AHIP). In that role she had direct responsibility for the development and management of qualitative and quantitative research projects for AHIP and its insurance company members. She served as lead analyst on complex research projects and coordinated AHIP initiatives with external consultants and research organizations. In her work with AHIP’s Center for Policy and Research, her research topics spanned a wide range – from individual and group markets, Medicare and Medicare Advantage plans, consumer-directed health plans, long-term care service systems, and disability insurance.
Prior to her work with AHIP, Teresa served as the State Health Policy Analyst, National Association of Community Health Centers. In this role, she analyzed health policy related to community health centers and low-income populations. She developed quantitative studies to analyzed demographics and utilization of low-income populations and conducted nationwide quantitative and qualitative survey initiatives.
Teresa also served as the Medicaid Policy Analyst for the District of Columbia Department of Human Services. In this role, she designed and received approval for the DC’s 1915-c waiver application for adults with developmental disabilities. The waiver initiative involved restructuring reimbursement rates and creating a prospective payment system.
A strong career foundation, prior to the Department of Human Services, had been laid by Ms. Mulligan performing research analytics at The Intergovernmental Health Policy Project at The George Washington University, and her responsibilities for centralized operations as the administrative coordinator at the Department of Nursing, The George Washington University Hospital.
Ms. Mulligan earned her Bachelor’s degree in Economics from Youngstown State University in Youngstown, Ohio and her Master’s Degree in Health Service Administration from The George Washington University in Washington DC.
