Biography

Shelia P. Kochis, Ph.D., MPA, CPA, brings more than two decades of experience in data analysis, fiscal management, accounting, and auditing. She is currently the Internal Audit Administrator at Franklin County Children’s Services in Columbus, Ohio. In this position, Ms. Kochis is responsible for fiscal oversight of contract provider agencies, and providing supervision of its semiannual administrative review process, the COA peer review process, and the deceased child review process. Ms. Kochis also works very closely with the Ohio Department of Job and Family Services on a number of policy-related committees and initiatives.

Prior to her current position, Ms. Kochis served as Vice President/Chief Financial Officer of St. Vincent Family Centers in Columbus, Ohio. In this role, she was responsible for the fiscal management of a 9-million-dollar operating budget, as well as conducting contract negotiations with all payer sources. She also worked with establishing new funding sources, including grants.

Ms. Kochis has also been the Director of Fiscal Policy at the Alcohol, Drug Addiction, and Mental Health Board in Franklin County, Ohio, where she was responsible for reviewing Medicaid compliance reports, developing all provider and vendor contracts, and designing and reviewing all provider financial reporting and reconciliation processes. She also provided training for providers in the areas of budgeting, fiscal reporting, and Medicaid compliance.

Ms. Kochis received her Master’s degree in public administration from Central Michigan University and her doctorate in human services at Capella University. She received her Bachelor of Science from Bowling Green State University.
