Howard Shiffman brings over 45 years of successful organizational and business experience in human service fields to the OPEN MINDS team. His expertise includes executive management, strategic planning, business development, finance, marketing, market intelligence research, fundraising, and board development. Mr. Shiffman is currently the President and Chief Executive Officer of United Social Enterprises Inc. that includes Purchasing Partners of America, & Mental Health/Human Services Consulting Division, a Colorado corporation he founded in 2009.
Prior to joining OPEN MINDS, Mr. Shiffman successfully led a number of organizations and programs. He most recently served for 30 years as Chief Executive Officer of Griffith Centers for Children, a COA‐accredited, full service treatment program and accredited education facility for severely troubled youth and their families. During his time with Griffith Centers, he developed one of the first offense‐specific sex offender programs in the United States.
Before coming to Griffith Centers, Mr. Shiffman was an administrator at Fort Logan Mental Health Center in Denver, leading an inpatient psychiatric team. He has also worked on the Navajo Indian reservation in New Mexico, was a Director of Training and Placement for disabled individuals in Pennsylvania and served as a Juvenile Probation Officer in New Jersey.
During his executive tenure, Mr. Shiffman served in many leadership roles in the child welfare community including President of the Colorado Association of Family and Children’s Agencies, Board Member of the Child Welfare League of America (CWLA), Chair for the CWLA National Advisory Committee on Public Policy, Chairman of the Colorado Continuum Network serving Sexually Abusive Youth.
Mr. Shiffman was also appointed by the Colorado Governor to serve on a task force to study human services and make recommendations for changes and was appointed to the Colorado Sex Offender board representing the interests of adults and juveniles. For his extensive involvement in the child welfare community, he was awarded a Life Time Achievement Award from the Colorado Association of Family and Children’s Agencies.
Mr. Shiffman earned his Master of Arts in Psychological, Vocational, and Educational Counseling and his Bachelor of Science in Business Administration, with a specialty in Marketing and Advertising from Rider University in Trenton, New Jersey.
