State Medicaid Programs With MLTSS: The 2019 OPEN MINDS Update
The term long-term services and supports (LTSS) refers to care provided to individuals with functional limitations and chronic illnesses who need help completing activities of daily living. Activities of daily living include activities such as bathing, dressing, preparing meals, and administering medication. Under a managed long-term services and supports (MLTSS) system, state Medicaid programs choose to finance and manage institutional care and/or home- and community-based services (HCBS) through at-risk managed care financing arrangements, rather than fee-for-service (FFS) financing arrangements.
Currently, there are 21 states with 26 Medicaid MLTSS programs. Overall, these programs serve approximately 2.5 million individuals representing about 3.3% of the total Medicaid population. This is up by 11% from 2017 when enrollment totaled 2.2 million and represented 3.0% of the Medicaid population.
This report contains MLTSS enrollment by state, MLTSS model by program, populations served, and benefits included in the health plan contract. This report also takes a look at the future MLTSS landscape.
