California’s Yolo County Seeks Health and Human Services Consolidation Analysis

California’s Yolo County awarded a contract to provide professional analysis of whether the County should consider consolidation of its three departments primarily responsible for providing health and human services into a single health and human services agency or department to Resource Development Associates. The County’s primary goal in analyzing whether a consolidated health and human services agency or department should be created is to determine if consolidation could improve outcomes for clients, especially those who are currently served by multiple county departments. A secondary outcome would be to identify potential financial benefits such as revenue enhancements and funding flexibility. A third outcome would be to identify functions that could be located to improve service delivery to clients.
