73% Of The 2019 Medicaid Population Enrolled In Managed Care: OPEN MINDS Releases State-By-State Analysis Of Medicaid Managed Care

GETTYSBURG, Pa. (January 19, 2020) – A new report by OPEN MINDS, The 2020 OPEN MINDS Medicaid Managed Care Update: A State-By-State Analysis, found that 73% of the Medicaid population was enrolled in Medicaid managed care in 2019. Although this number remained consistent between 2018 and 2019, this is up from 24 percentage points since 2010 when just 49% of the Medicaid population was enrolled in an at-risk managed care financing model.

In 2019, the remaining 27% of beneficiaries were enrolled in either a fee-for-service (FFS) model (20%) or primary care case management (PCCM) delivery system (7%). Although a number of states may use all three financing arrangements (FFS, PCCM, and managed care), managed care has become the dominant financing model over the past decade.

This report provides an analysis of trends in Medicaid financing arrangements between 2010 and 2019. The financing arrangements covered in the report include FFS, PCCM, and managed care. The report also explores enrollment in each of the financing systems by state for 2019.

“Since 2010, there has been a dramatic increase in the number of Medicaid beneficiaries enrolled in managed care, clearly marking the distinction between value over volume” said OPEN MINDS Executive Vice President Corinne Kuypers-Denlinger. “Moving into 2020, we aren’t currently aware of any states that are adopting new managed care models but there are quite a few states planning to integrate new populations into their current models, including the District of Columbia, Kentucky, Utah, and West Virginia.”
