Number Of States With Integrated Behavioral Health Financing Nearly Doubled Since 2011: OPEN MINDS Releases Annual Update On State Medicaid Behavioral Health Carve-Outs

GETTYSBURG, Pa. (January 12, 2020) – A new report by OPEN MINDS, State Medicaid Behavioral Health Carve-Outs: The OPEN MINDS 2020 Annual Update, found that 31 states had integrated behavioral health financing arrangements in 2020, nearly doubling since 2011. Comparatively, in 2011, just 15 (25%) states had adopted this behavioral health financing model.

In addition, the number of states that had a primary Medicaid behavioral health carve-out has decreased by 20 percentage points since 2011, when 29 states (48%) had adopted this financing model. As of 2020, just 17 states (28%) have a primary Medicaid behavioral health carve-out.

The report provides an analysis of trends in behavioral health financing models over the past decade from 2011 to 2020. The behavioral health financing models covered in the report include integrated financing, traditional specialty carve-out, and vertical consumer-specific specialty carve-out plans. The analysis also includes a state-by-state breakdown for each model as well as the number of individuals enrolled in behavioral health financing models.

“Over the past decade, we have seen a significant increase in the number of states that have adopted integrated behavioral health financing arrangements. Although that number has remained steady in recent years, the trend to integrate will likely continue” said OPEN MINDS Executive Vice President Corinne Kuypers-Denlinger. “There are quite a few states still working towards piloting integration. For example, Utah is expecting to implement a pilot for physical and behavioral health integration for the Medicaid expansion population in early 2020 and California is planning to pilot full integration of physical, behavioral, and oral health under one contracted entity in 2024.”
