The request for proposals was released on January 14, 2014 by the Michigan Department of Community Health (DCH) to seek a contractor with experience successfully transitioning individuals out of institutions into communities to develop and implement a Children's Behavioral Action Team (C-BAT) for a one-year demonstration project funded at $700,000.
