Olivia Y. V. Phil Bryant 2nd Modified Settlement Agreement

On December 19, 2016, the U.S. District Court for the southern district of Mississippi northern division released this second modified settlement agreement and reform plan on Olivia Y. v. Phil Bryant, alleging that Mississippi’s foster care system was failing to adequately protect children in its custody and provide necessary services which is in violation of their federal constitutional rights.
