Recommendations From the Public-Private Partnership to the Texas Department of Family and Protective Services

In an effort to improve the Texas child welfare system, the Texas Public-Private Partnership (PPP) has recommended that the Department of Family and Protective Services (DFPS) embrace performance-based contracting. The PPP recommendations address how DFPS should contract, recommended outcomes and performance measures, and how payment methodologies should be changed to align incentives with process quality objectives. The changes are expected to improve outcomes for children in the system, the process of care, identification of service quality indicators, and bolster system capacity.
