Investigation Of Personal Allowance Accounts Maintained By The New York State Office For People With Developmental Disabilities
In October 2016, the New York Office of the Inspector General (NY OIG) released this report regarding its investigation of pilfering and theft from personal allowance accounts maintained by the New York State Office for People with Developmental Disabilities (OPWDD) or the benefit of residents living in OPWDD facilities and group homes. The investigation concerned the charges brought in 10 instances of theft from the OPWDD resident personal allowance accounts. The NY OIG concluded that theft occurred with disturbing regularity because OPWDD lacked or failed to enforce policies and theft-prevention procedures for staff to access the resident accounts.
