October 1, 2013 Hawai’i Child Welfare 2013 Title IV-E Waiver Proposal The Hawai’i Department of Human Services (DHS) is launching a five-year foster care Title IV-E waiver demonstration program by October 2014 for children and families on the islands of O’ahu and Hawai’i.
