Kentucky HEALTH Medicaid 1115 Waiver Proposal: Helping To Engage & Achieve Long-Term Health

In August 2016, the Commonwealth of Kentucky submitted its Kentucky HEALTH Program Medicaid 1115 waiver to the federal Centers for Medicare & Medicaid Services (CMS). The waiver affects non-disabled adult beneficiaries and children. The state seeks to require beneficiaries to pay cost sharing within a managed care delivery system, and will offer a new benefit package modeled after the Kentucky State Employees’ Health Plan. Additionally the waiver would require that unemployed adult non-disabled beneficiaries work or volunteer up to 20 hours per week . . .
