Kansas seeks federal approval to change its Medicaid plan to implement KanCare which will move nearly all Medicaid populations into managed care plans starting in 2013 that will cover all services, including long-term services and supports through managed care, establish safety net care pools to reimburse hospitals for uncompensated care costs, and create pilot projects that serve as alternatives to Medicaid. The state also seeks to obtain flexibility in services entitlements, service delivery regulations, and Medicaid eligibility, in exchange for fixed federal costs per capita in 2015.
