In the spring of 2008, the Texas Department of Family and Protective Services (DFPS) started a review of its purchasing processes as part of its overall effort to improve the quality of foster care. DFPS will analyze business practices related to the purchase of client services with a focus on performance measurement and reporting, payment structures, and contracting models.
