The legislation was signed on March 21, 2018. It updates the state’s Medicaid funding model known as the Hospital Assessment Program. The program requires hospitals to pay a tax to the state that is then matched by the federal government; it raises about $3.5 billion annually. The legislation updates the dataset the state uses to reimburse hospitals for Medicaid services; some data was from 2005.
