Utah & Idaho Top The List Of States With Highest-Performing Foster Care Systems
Utah and Idaho have the first and second highest performing foster care systems in the United States. The lowest performing system is in New York. For this ranking, performance was based on the state’s rate of subsequent maltreatment within six months of a child’s exit from foster care, and other data related to child safety, placement stability, and the share of older youth in care. In the ten states with the highest-performing foster care systems, children spend four fewer months in foster care compared to the remaining U.S. states, and the District of Columbia.
