Jail Populations Dropped 18% In Urban Areas, Climbed 27% In Rural Areas Since 2013
Since 2013, jail populations have dropped 18% (from 203,143 to 166,979) in urban areas, while jail populations have climbed 27% (from 145,341 to 184,295) in rural areas. It is estimated that the national local jail incarceration rate was 230 per 100,000 residents at mid-year 2019; and 368 per 100,000 working-age adults aged 15 to 64. The increase in rural jail populations is largely attributed to the nation’s drug crisis.
