Performance Scorecard On Philadelphia Child Welfare Umbrella Agencies – 30% Have Satisfactory Performance
On October 18, 2017, the Philadelphia Department of Human Services (DHS) released scorecards for its lead agencies for child welfare case management, called Community Umbrella Agencies (CUAs). In this baseline scorecard and ranking, three of the 10 regional CUAs received a ranking indicating basic competency, and seven of the CUAs received a ranking indicating unsatisfactory performance. Eight of the CUAs must correct critical performance problems in one or more of the nine assessment areas to ensure that they can retain their contracts.
