Performance-Based Contracts For Vocational Rehabilitation Shortened Time To Employment
After Indiana switched from fee-for-service to performance-based contracting for its vocational rehabilitation program in late 2006, employment results improved and the time to employment dropped. Consumers served by the vocational rehabilitation program under performance-based contracting were 1.5 times more likely to find employment. However, performance-based contracting for vocational rehabilitation services had little impact on employment quality, as indicated by working hours and wages.
