Pennsylvania To Expand Medicaid Reimbursement For HCBS Services Provided To Hospitalized ODP Waiver Participants
On August 18, 2020, the Pennsylvania Office of Developmental Programs (ODP) announced it would reimburse for a subset of home- and community-based services (HCBS) provided to waiver participants with intellectual/developmental disability (I/DD) or autism during a hospitalization for any reason. Normally, hospitals are not considered a HCBS-eligible site. However, during the coronavirus disease 2019 (COVID-19) public health emergency (PHE), the federal Medicaid program has allowed states to implement flexibilities, including reimbursing for HCBS provided to hospitalized waiver participants.
