Since 2016, the number of people served by the Multnomah County Intellectual and Developmental Disability Services Division (IDDSD) rose by 14%. In part, the increase is due to state-level policy and funding changes to intellectual/developmental disability (I/DD) services and the Oregon K Plan. In fiscal year 2014, Oregon Medicaid implemented the K-Plan, the Medicaid Community First Choice state plan option to expand supportive services.
