North Carolina Issues RFP For Assessment To Reform Child Welfare & Social Services
The North Carolina Department of Health and Human Services (DHHS) is preparing to reform its child welfare and social services operations. On September 29, 2017, DHHS issued a request for proposals (RFP 13-SL2017-41HB630) seeking an assessment of the current system and recommendations for reform. The state seeks a plan to reform its supervision and accountability for the social services system, which includes child welfare, adult protective services and guardianship, public assistance, and child support enforcement, and separately to develop a child welfare reform plan.
