North Carolina Imposes Greater Transparency Requirements On Charter School Management Organizations

The North Carolina State Board of Education is enforcing a new 2014 law that requires greater transparency from charter school operators, particularly salary information for the education management organizations (EMO) that operate or help staff charter schools. All charter schools were required to disclose salary information by September 30, 2014 to the Department of Public Instruction (DPI), at the risk of being found in financial non-compliance and potential loss of their operating license.

However, one non-profit school, Charter Day School, Inc.(CDS), that operates four schools, failed to submit salaries for its private, for-profit EMO, Roger Bacon . . .
