Medicare Finalizes Changes To The End-Stage Renal Disease Prospective Payment System & Quality Incentive Program
On October 31, 2019, the Centers for Medicare & Medicaid Services (CMS) finalized updates to the end-stage renal disease (ESRD) prospective payment system (PPS) and Quality Incentive Program (QIP). The final rule makes changes to ESRD PPS base rates; outlier services fixed-dollar loss (FDL) and Medicare allowable payments (MAP) amounts; the transitional drug add-on payment adjustment (TDAPA) eligibility criteria; QIP scoring methodology; QIP performance and baseline periods; and extraordinary circumstances exceptions granted by CMS. The updates will be for renal dialysis services furnished to beneficiaries on or after January 1, 2020.
