For those states that have implemented Medicaid expansion as part of the Patient Protection and Affordable Care Act (PPACA), there has been a decrease in child neglect cases in expansion states. For those states, there were an average of 422 fewer cases of neglect per 100,000 children younger than six years of age in 2013 compared to non-expansion states. The average baseline rate for child neglect in 2013 was 3,944 cases per 100,000 children younger than six years.
