New York City Public Advocate Sues Child Welfare System Alleging Inadequate Protection Of Foster Children
On July 8, 2015, the New York City Administration for Children’s Services (ACS) and the New York State Office of Children and Family Services (OCFS) were sued in a class action lawsuit alleging that New York City’s child welfare system is “broken.” The lawsuit, Elisa W., et al. v.
