Judge Orders Oregon DHS To Restore In-Home Care Hours For Individuals With I/DD

On April 19, 2017, a federal judge issued a preliminary injunction to prevent the Oregon Department of Human Services (DHS), Office of Developmental Disability Services (DDS) from cutting rates for in-home attendant care for people with intellectual and developmental disabilities (I/DD). The injunction also orders the state agency to restore care hours that were reduced starting in the fall of 2016 after DDS began using a new needs assessment tool.

Nearly 8,000 adults and more than 3,000 children in Oregon accessed in-home care services between 2015 and 2017. The services are primarily funded by Medicaid . . .
