In Settlement, Arizona DCS Agrees To Improve Behavioral Health Services For Youth In Foster Care
The Arizona Department of Child Safety (DCS) is planning to improve access to behavioral and health services for children and youth in foster care in order to settle a Federal lawsuit. The improvements have been preliminarily approved in a revised settlement agreement to resolve a class action lawsuit, Tinsley et. al. v. Flanagan et al., filed in 2015. In the settlement DCS also agreed to limit the use of group homes by expanding access to therapeutic foster homes, and to monitor and limit caseloads of foster care caseworkers.
