Fewer than half of states are meeting obligations to serve students with disabilities under the U.S. Department of Education’s (the Department's) Office of Special Education and Rehabilitative Services' Individuals with Disabilities Education Act (IDEA). Those states that do not meet these obligations face enforcement actions by the Department.
