Feds To Strengthen Child Welfare Reporting Requirements & Impose Financial Penalties For Non-Compliance
On February 9, 2015, the federal Department of Health and Human Services (HHS), Administration for Children and Families (ACF) released a proposed rule to strengthen child welfare reporting requirements and impose financial penalties on states that fail to comply. The proposed rule affects the Adoption and Foster Care Analysis and Reporting System (AFCARS) Assessment Review process. The changes are intended to align the AFCARS with the Fostering Connections to Success and Increasing Adoptions Act of 2008 and the Preventing Sex Trafficking and Strengthening Families Act of 2014. Comments were accepted through April 10, 2015.
