Connecticut Legislature Rejects DCF Plan To Exit Child Welfare Oversight

On February 2, 2017, the Connecticut General Assembly rejected the Department of Children and Families (DCF) plan for ending federal oversight of the state’s child welfare system due to the Juan F. settlement agreement. The combined DCF/Children’s Rights proposed Juan F. exit plan asked the legislature to provide funding at the same annual level set in May 2016 and provide other resources needed to fully implement the exit plan, but it did not set a date for the end of court oversight.
