Congress Approves ‘Comprehensive Addiction & Recovery Act’

On July 14, 2016, Congress sent a conference version of the Comprehensive Addiction and Recovery Act (CARA) to President Barack Obama; the bill reframes addiction as a disease and establishes a framework for expanding access to addiction treatment. The provisions include grants to state, local, and non-profit provider organizations; research related to addiction, education campaigns; drug monitoring programs; and expanding the addiction treatment workforce. The CARA legislation package includes a $181 million authorization. However, the legislation package does not include a funding vehicle; Congressional leaders have said the funding vehicle will be adopted later in the year.
