The Centers for Medicare & Medicaid Services (CMS) published new rules for Medicare accountable care organizations (ACOs) that will be effective for the performance year starting July 1, 2019, and later. Under the new "Pathways to Success" rules, ACOs will be able to participate in the program without downside risk for only two years. Physician-led ACOs considered "low revenue" ACOs and some rural ACOs will be permitted to remain in a model without downside risk for three years.
