Minnesota Designates 11 Children’s Residential Mental Health Facilities As IMD, Ending CMS Funding
On May 1, 2018, the federal Minnesota Department of Human Services (DHS), under a requirement of the federal Centers for Medicare & Medicaid Services (CMS), designated 11 children's residential mental health treatment facilities as Institutions of Mental Disease (IMD). An IMD is any facility with 16 or more beds that provides behavioral health services, or one in which more than half the residents are receiving behavioral health services. Under federal law, Medicaid will not fund IMD services, meaning that federal Medicaid financial participation for these 11 Minnesota facilities will end.
