An audit conducted by the City of Denver alleged that non-profit Rocky Mountain Human Service (RMHS), which provides services for individuals with intellectual and developmental disabilities (IDD) under a contract with the city, misused public funds by providing “lavish” staff benefits and excessive executive compensation.
