California Creates Two Options For Dual Eligibles – Mandatory Enrollment In Medicaid Managed Care Or Dual Eligibles Demonstration
The California Department of Health Care Services (DHCS) has created two options for people eligible for both Medicare and Medicaid, either mandatory enrollment in Medicaid managed care, or participation in the state's dual eligible demonstration project (called Cal MediConnect). In 2012, the state passed legislation to establish the Connected Care Initiative (CCI), which had three linked provisions: establishment of Cal MediConnect in eight counties, mandatory enrollment of duals into Cal MediConnect in the eight counties, mandatory enrollment of duals into Medicaid managed care and in other counties.
