The market landscape for services for the consumer population with intellectual/developmental disabilities (I/DD) is shaped by state policy. Traditional services for consumers with I/DD are provided in institutional settings, such as intermediate care facilities. But under Medicaid home- and community-based services (HCBS) waivers, the services are markedly different – they are provided in integrated community settings and can include personal care, homemaker services, and employment supports.
