A couple of weeks ago, the Centers for Medicare and Medicaid Services (CMS) announced the second round of additions to the Value-Based Insurance Design (VBID) model. Slated to begin in 2017, the VBID pilot program allows Medicare Advantage plans to provide special benefits to enrollees with certain chronic conditions, but these benefits do not have to be provided to enrollees without the specified chronic conditions. More specifically, the model targets consumers with the following chronic conditions: diabetes, chronic obstructive pulmonary disease (COPD), congestive heart failure, a past stroke, hypertension, coronary artery disease, mood disorders, rheumatoid arthritis (starting in 2017 . . .
