Performance & The New Competition
Is it "impossible" to adequately measure the performance of organizations in the health and human service field? Isn't measurement, by its very nature, a reductionist process that misses complexity and nuance? As Albert Einstein said, "Not everything that counts can be counted, and not everything that can be counted counts."
I would say that the answer to both of those questions is “yes” – but it doesn't matter. In life, “stakeholders” (consumers, payers, legislators, etc.) make value judgments (aka performance measurements) every day – mostly in unscientific ways. And, in the current market environment, changes in financing and reimbursement policy . . .
