Kevin Scalia, Executive Vice President, Corporate Development, Netsmart — Kevin Scalia has executive management responsibility for strategic planning, mergers and acquisitions, business development, marketing, and product management. He also manages strategic relationships and new business opportunities, and is responsible for developing alliances with key industry associations. Mr. Scalia joined Netsmart in December 2002, and prior to moving to his current position he served as vice president of operations.

Before joining Netsmart, he served as president and chief operating officer of a Long Island, N.Y.- based professional services firm that provided enterprise applications to mid-size and Fortune 500 companies, and as chairman and chief executive officer for a manufacturer of supercomputers, security equipment and medical imaging equipment. Mr. Scalia was also an advisor to President George H.W. Bush, representing small business on issues related to defense transformation.

Mr. Scalia is a founding member of the Long Island Software and Technology Network and a member of the College of Engineering Advisory Board, State University of New York at Stony Brook.

He graduated from Rochester Institute of Technology with a bachelor’s degree in electrical engineering.

Monica E. Oss, Chief Executive Officer, OPEN MINDS — Monica E. Oss, M.S. is the founder of OPEN MINDSFor the past two decades, Ms. Oss has led the OPEN MINDS team and its research on health and human service market trends and its national consulting practice. Ms. Oss is well known for her numerous books and articles focused on the strategic and marketing implications of the evolving health and human service field. She has unique expertise in payer financing models, provider rate setting, and service pricing. She has led numerous engagements with state Medicaid plans, county governments, private insurers, managed care programs, service provider organizations, technology vendors, neurotechnology and pharmaceutical organizations, and investment banking firms – with a focus on the implications of financing changes on delivery system design.

Prior to founding OPEN MINDS, Ms. Oss served as an executive with a national managed behavioral health organization, with responsibility for market development and for actuarial analysis and capitation-based rate setting. She also held a position as a vice president of the U.S. risk management and underwriting division of an international insurance company.
