Frances Loshin-Turso, Senior Vice President, General Manager, Child and Family Services & I/DD, myEvolv , Netsmart —  Frances Loshin-Turso is responsible for ensuring Netsmart’s solutions meet the needs of organizations that support children, families and those with intellectual and developmental disabilities. Ms. Loshin-Turso was CEO of Defran Systems, Inc., which was acquired by Netsmart in January 2013. She holds a bachelor’s degree from the University at Albany.

Loshin-Turso serves on the board of Art Realization Technologies (A.R.T.), a non-profit organization whose mission is to provide techniques that give direct creative expression to those who lack use of their limbs. She also is a board member of Software Trade Vendors Association (SATVA), a trade organization for vendors of behavioral health and human services software and informational technology.

Loshin-Turso is married with three children, Alexandra, Miranda and Bobby. She makes everyday matter by, “doing the best I can for our clients and the individuals they serve.”

Joy Hoffman, Solution Strategist, Netsmart — Joy Hoffman is a Solution Strategist with Netsmart. While Joy’s background includes over 30 years in training and instructional design in a variety of industries, she has over 7 years’ experience working with clients on understanding and meeting Meaningful Use requirements. Joy is also involved in creating eLearning/instructor-led training, and innovations and integrations for the myEvolv solution at Netsmart.
