Herb Quinde, Director, Public Sector, Microsoft Corporation — Herb Quinde is the Microsoft Public Sector Director for the U.S. Dynamics Industry group and serves as a subject matter expert on optimizing and transforming government business operations. Prior to joining Microsoft, he was in public service with the State of Illinois as Chief of IT Policy and Planning and CIO of the Dept. of Corrections where he led the team that deployed an innovative offender management system build on Dynamics CRM. As a consultant, he was the Enterprise Architect for the Illinois Framework for Health and Human Services creating business and technology solutions to address federal and state healthcare mandates related to implementing the Affordable Care Act. Herb has served in several executive positions with technology companies focused on data integration and legacy modernization managing commercial transnational projects and supporting defense and intelligence community projects in the U.S.  He enjoys assembling problem-solving technology teams to crack the code on complex and bureaucratic challenges.
