Lori Accardi, LMSW, Executive Director, Encompass Health Home and Catholic Charities of Broome County

Currently the Executive Director for Catholic Charities of Broome County since January of 2010, Lori is celebrating 37 years with the agency. Initially established as an adult Health Home in Broome County in 2012, she led health home expansion in 2015 to serve high need children in 48 counties in collaboration with leadership in five Catholic Charities dioceses.

Encompass Health Home is in process of implementing contracts with over 60 care management agencies to ultimately serve over 13,000 children.  Prior to this, she served for 21 years as the Deputy Director, where her particular area of interest has been in behavioral health. Her other area of specialization is in grant and proposal writing.

She is active in promoting positive changes in health policy through the Behavioral Health Committee of the NYS Catholic Conference, which she currently chairs and represents Encompass on the newly formed NYS Health Home Coalition.

She has also served on the OMH Mental Health Services Council, advising on matters of regulation, program review and planning. In 2001, she received the OMH Lifetime Achievement Award and was the 2009 recipient of the Vincenza De Fazio award given by the NYS Council of Catholic Charities Directors. In 2012 she was recognized by the Mental Health Association of the Southern Tier through their Empowerment Award.  She has served on various community planning committees including the Mental Health Management Council, Family Violence Prevention Council and Broome County DSS Advisory Board.

Lori received a BA in Sociology from the State University of New York at Oswego and her MSW from the State University of New York at Buffalo.

Howard Shiffman, Senior Associate, OPEN MINDS

Mr. Shiffman has over 30 years of successful organizational and business experience in human service fields including expertise in executive management, strategic planning, business development, finance, marketing, market intelligence research, fundraising, and board development. He has hands-on expertise that comes from successful management and consulting with a number of programs. Prior to joining OPEN MINDS Mr. Shiffman served as Chief Executive Officer of Griffith Centers for Children, a COA-accredited, full-service treatment program for severely troubled youth and their families. He also developed one of the first offense-specific sex offender programs in the United States.
