New care coordination payment and service delivery models continue to emerge such as Certified Community Behavioral Health Centers (CCBHCs) which require care coordination with child welfare and therapeutic foster care agencies. Many of these emerging models, as well as regulatory changes, have common elements at their foundation, namely care coordination, home and community-based settings, and evidence-based treatment to improve outcomes and quality at a lower cost. The notice of proposed rulemaking to replace Statewide Automated Child Welfare Information System (SACWIS) regulations with Comprehensive Child Welfare Information System (CCWIS) regulations mandates electronic data exchange with contract providers and other systems.

Fran Loshin-Turso, Senior Vice President, Child & Family Services, Netsmart — Fran joined our executive team as senior vice president with the acquisition of Defran Systems, Inc. As the General Manager for the Child & Family Services and I/DD Communities, she is responsible for ensuring our solutions and services meet the needs of organizations providing services to the developmentally disabled and their families.

Fran serves on the board of A.R.T. Art Realization Technologies, a non-profit organization whose mission is to provide techniques that give direct creative expression to those who lack use of their limbs – even those who can communicate only through eye signals or assistive devices, bringing profound enhancement of quality of life to a severely marginalized population.

Justin Horton, Electronic Health Record Director, Cornerstones of Care — Before moving to the non-profit world in 2014, Justin worked in public child welfare for almost a dozen years. Throughout his career in state government he worked in case management, quality assurance, quality improvement, administrative leadership and was part of multiple accreditation cycles. He also served on the implementation team for Missouri’s SACWIS system. Justin has seen technology can be a barrier to progress. His passion is to arm health and human service staff with tools that create efficiencies and provide them with solutions that aide in completing their job functions so that the children and families worked with have optimal safety and stability. Currently, Justin is overseeing the EHR replacement project at Cornerstones of Care. During the 10 month implementation leading to summer 2016, Go Live Cornerstones has been able to make progress that wasn’t accomplished in the prior 15 years and move all client based programs into myAvatar. This accomplishment will give Cornerstones the capacity to paint holistic pictures of those they serve which will in turn allow them to advocate on behalf of those clients using their collective stories.
