Over the last couple of years, OPEN MINDS has tracked the shift that is moving long-term services and supports (LTSS) from institutions and into the community. For example, in 2013, about 41% of spending was for non-residential institutional levels of care like nursing homes, assisted living programs, and continuing retirement communities.
