60% of Medicare Psychiatric Hospitalizations Are for People Under Age 65

In 2009, about 59% of the 431,276 Medicare fee-for-service (FFS) beneficiaries who were treated by an inpatient psychiatric facility (IPF) were under age 65; and 24% were under age 45. More than half (56%) of Medicare beneficiaries treated at an IPF are also eligible for Medicaid, or dual eligible. About 28% of Medicaid beneficiaries treated in an IPF had more than one IPF stay during the year. These statistics were presented at the October 2011 meeting of the Medicare Payment Advisory Commission (MedPAC) by Dana Kelley in “Improving Payment and Care Under Medicare's Inpatient Psychiatric Benefit.” Ms. Kelly discussed 2009 FFS Medicare utilization and spending for inpatient psychiatric care at IPFs (freestanding and dedicated hospital units) and at general hospital scatter beds...
