Biography:

Rejean Carlson, M.B.A., Senior Associate, brings more than fifteen years of management experience in health and human services, specialty healthcare, higher education, and financial services to his leadership role within OPEN MINDS. Mr. Carlson originally joined the organization as Director of Business Operations and moved to the role of Vice President of Business Operations, then served as President.

Mr. Carlson’s professional career originated in the financial services industry within business development. He subsequently moved to the health care field, as manager of business operations for a multi-service line specialty surgical ophthalmology practice. During his tenure with the practice, he implemented electronic billing, negotiated managed care contracts, and was responsible for physician and nurse recruitment.

Mr. Carlson then moved to the behavioral health care field where he served as business manager for Community Services Group, a large organization providing community-based mental retardation and mental health services in Pennsylvania. In that role, he managed 17 programs and 300 staff – and had 38 direct reports.

At OPEN MINDS, Mr. Carlson has served as the lead on a number of projects that include all facets of healthcare. He currently serves as the Project Manager for an OPEN MINDS project within the State of Pennsylvania, Department of Public Welfare. This program began in 2009 and, as original designer of the initial operations, currently maintains oversight for 14 staff including medical economists and healthcare analysts. The program analyzes the financial and economic impact of the PA Medicaid program including state budgetary impact. The program collects and analyzes HEDIS measures and tracks performance to determine incentive payments to providers in a pay-for-performance system. Most recently, he developed a program on hospital reimbursement for Janssen’s Area Business Specialists. The program is in the second tier of a training program that focuses on hospital (inpatient) payment systems.

Mr. Carlson also served on board of directors and is a former member and past president of the Lancaster Practice Managers Association. He has been a graduate and undergraduate educator, teaching economics, ethics, and leadership at Eastern University. Mr. Carlson earned his Bachelor’s degree in Economics from Michigan State University, and a Master’s in Business Administration from Pennsylvania State University.
